While Coolstar is promising to release Electra Jailbreak for iOS 11.3.1, Hacker Abraham Masri has released Houdini semi Jailbreak for iOS 11.3.1.
Remember that, Houdini is not a full Jailbreak like Electra but gives you an limited customization capability such as:

- Change Emoji fonts
- Change boot logo
- Add your face to Animoji (iPhone X only)

- Hide/rename user-installed apps’ labels

How to Get Houdini iOS 11.3.1 Semi Jailbreak on iPhone | iPad
Step 1: Download Houdini .ipa and Cydia Impactor file on your computer
Step 2: Launch Cydia Impactor and connect your iOS device on computer using a data cable
Step 3: Drag the Houdini.ipa file on Cydia Impactor Window
Step 4: Enter your Apple ID and Password
Step 5: On your iOS device, Go to Settings – General – Profile & Device Management and Trust the new Certificate
Step 6: Launch Houdini app – Tap Start and Done
