Apple announces iOS 11 Operating System for iPhone/iPad and iPod Touch at WWDC 2017 only for developers and in the September event, Apple releases iOS 11 GM (Golden Master) version. Official iOS 11 will be released soon for Public in the last of September.

Along with iOS 11 release, 32 bit apps are not being supported on iOS 11 anymore and no longer available on App Store which also means 32-bit devices like iPhone 5, iPhone 5C, iPhone 4s are no more compatible with iOS 11. So 32 bits phones should always stay on iOS 10 or lower forever.
