Apple included a Apple pay cash feature on this beta with many bug fixes and improvements.* Apple pay cash can be configure from the Settings >> Wallet & Apple Pay >> Apple Pay Cash.
iOS 11.2 beta 3 basically contains bug fixes in control center toggles, lag input in Calculator, keyboard, refined animation, faster & lot more features new Sirikit for HomePod, notifications restrictions in tv app, emojis, return of 3D touch app switcher, some changes in Accessibility and more.

iOS 11.2 beta 3 Installing iOS 11.2 beta 3 on iPhone and iPad is easy if you are have developer account.iOS 11.2 Beta 3 is available for download on iPhone – iPad and iPod touch via OTA over-the-air from iOS settings app through Apple Beta Software Program or if you are running previous iOS 11 dev beta.
To get iOS 11.2 beta 3 you need to download the configuration profile and install it from the OTA Software. Along with that Apple publicly releases watchOS 4.2, macOS High Sierra 10.13.2 and tvOS 11.2 for developers testers.
