Apple has released iOS 13.1 beta 2 and iPadOS 13 beta 2 to developer testers with the build number 17A5821e. Apple releases this new version just after a days ago after the release of iOS 13.1 beta 1.
This version is intended exclusively for software developers to test their apps and start adopting the new technologies in iOS. Make sure to back up your device and install only on systems you are prepared to erase if necessary.
iOS 13 comes with lots of bug fixes and improvements along with the new features like Dark Mode in Control Center Toggle, Folder Transparency in Homescreen, Hide Link Previews in Safari, Three Finger Tap for undo, redo, cut, copy and paste and more.
Along with that iOS 13 introduces new features like Dark Mode, new browsing and editing tools for Photos, Sign in With Apple, enhancements to Maps, updates to Reminders, Notes, Messages, Siri, CarPlay, Files, and much more.
All the feature are the same as iOS 13.1 developer beta with minor bug fixes & improvements.

The registered developers can download and try the iOS 13.1 beta 2 from Apple Developer Center or via OTA(over-the-air) mechanism with the proper configuration profile that can be installed from the Developer Center.
